Legislative Update:
Take Action Against Net-Zero Bans
On Wednesday, February 4 in the Florida House of Representatives Economic Infrastructure Subcommittee, ReThink Energy Florida Co-Executive Director, Kim Ross, spoke out against the Net-Zero ban (HB 1217 – Snyder and Jacques) which would preempt local governments from enacting sensible climate legislation.
This bill is a direct attack on community-led climate solutions and would deliberately lock Florida into fossil fuel dependence at a time when clean, affordable energy solutions are more critical than ever.
You can speak out against both HB 1217 and SB 1628 here by writing to the committee members for the next committees and asking them to vote NO when it comes up:
Take Action Against Unfair Utility Rate Hikes:
Last December, the Public Service Commission bill (SB 126 – Gaetz) passed through its first committee but was amended to be a weaker version of the bill. The house bill companion bill (HB 187 – Andrade) has yet to be heard, but retains important energy affordability provisions that the Gaetz bill no longer has.
Send a message to let committee chair LaMarca know that he should hear the bill and keep its current, stronger language:

Upper Limit Project Update

Last fall, the Upper Limit Advisory Council met to determine a strategy for the next 1-2 years. We realized a major event was coming to Miami that provided an excellent opportunity to raise awareness on the global stage – the G20 will be hosted in Miami in December of 2026. Because the US is hosting, some of our advisory council members have more access to the agenda of the ‘Oceans 20’ track of the same conference, providing even more opportunities.
Miami is widely considered one of the highest-risk cities in the world for sea-level rise, and as the G20 host city in 2026, it provides an excellent backdrop for us to raise awareness about the threats to the community from rising seas and the need for an Upper Limit.
The G20 is the group of countries that have the most economic power globally. They also control around 78% of global emissions. This means focusing on this small group of decision-makers can make a greater impact, and, in anticipation of the G20 gathering in Miami, we are creating proactive plans to capitalize on this opportunity.
We are actively seeking partner organizations and funders for this G20 project and would welcome your input.
If you have suggestions on partners or are interested yourself, please contact admin@rethinkenergyflorida.org.
The Florida Resilient and Energy-Smart Homes (FRESH) Database

Did you know there is a comprehensive virtual database of energy efficiency programs across the state?
In collaboration with The Nature Conservancy, ReThink created the Florida Resilience and Energy-Smart Homes Database: an online resource where Floridians can access programs that improve energy efficiency and climate resiliency in their homes and communities.
Visit the FRESH database today and see if you are eligible for local and state opportunities that would reduce your energy bills, enhance weatherization, and build a transition to a cleaner energy future from the ground up.
